I thought Wilson had to come off the hips

It's tough for a bottom man to do anything with the offensive wrestler riding both hips and with the arm bar locked.

I would have called a stalemate and reset them if Wilson didn't come off the hips but not my match. Also thought (and so did Rock) that Wilson earned his stalling call about 20 second before he finally got called for one.
